get them in order -
garbage(1995) version 2.0(1998) BG(2001) BLM(2005)
- that way they can see the progression of the band. that's my advice anyway.

Whenever I introduce someone to Garbage I tell them about each album and give them fair warning that Beautifulgarbage is totally different. I am always afraid that if someone listens to Beautifulgarbage first, that they will get the wrong impression of Garbage. It's weird, I know, but I don't think that everyone can handle Beautifulgarbage. At least not a brand new fan. I would go in order like the others are suggesting. I love introducing Garbage to a new fan! I am always anxious to find out what they think. I hope your friend gets to be as obsessed as all the rest of us!

I would go: -Debut -V2.0 -BLM -Compolation of B-Sides(More on that in a moment) -BG
I would leave BG for last. BG was the first Garbage record that I listen to and quiet frankly it made me dislike Garbage for a while.(Until I listened to the Debut and V2.0). The first time I heard it I really disliked Breaking Up the Girl, Parade, Untochable, So Like A Rose, Til The Day I Die, Can't Cry These Tears and Androgyny. With time I learned to like Breaking up the Girl and Can't Cry these Tears, and I learned to tolerate So Like a Rose and Til the day I die. But I still don't like listening to BG from start to finish.
I also recommed that you put together a CD of B-Sides that your friend might like. Some of Garbage's most interesting work have been B-Sides.

I think of starting a band out from scratch is like reading a series set of novels. You need to read them in order, but each also stands by themselves. If you start out later in the series, each needs to develope the characters to be able to follow them correctly. So you can start out later, but you need to then go back and get them all so you can see the entire picture.

I think debut would be the best to start with because that is the core of their style. Everything they've done has been influenced by the work on that album. Also Version 2.0 is best if you've become familiar with their style. To a newcomer, 2.0 may be a bit too "out there."

To a newcomer, 2.0 may be a bit too "out there." actually that's not true. Version 2.0 was my first (& favorite) album. i fell in love that album (&the band from there). i then purchased the Debut, then bg...

2.0 or the debut would work fine.
Just don't start them with bg or blm, not because they're bad (not a huge bg fan, but it's got it's moments), but just because the first 2 records seem to flow well, and listening to them in order is nice because you can pick up where the debut left off with playing 2.0.
I agree with endless about making a b-sides comp too.
